Sql exception when removing all scope secrets

Setting scope.ScopeSecrets = null or scope.ScopeSecrets = new List<ScopeSecret() will result in sql exception:
System.Data.SqlClient.SqlException: Cannot insert the value NULL into column 'ScopeId', table 'ScopeSecrets'; column does not allow nulls. UPDATE fails.
The statement has been terminated.
