+매 요청마다 MySQL의 `notification_preferences` 테이블을 조회하고 있었다.

+동일 사용자에게 반복적으로 알림이 발생하는 경우에도 Preference는 자주 변경되지 않기 때문에   
+동일한 DB 조회가 반복되는 문제가 있었다.
