Subject: [PATCH] Add native Linux ARM64 test coverage

Add one Python 3.12 ubuntu-24.04-arm entry using the existing source build and ordinary test commands. Preserve all five existing cases.

Validation: structural matrix comparison and whitespace checks passed. Actionlint reports only SC2028 and SC2086 on the unchanged Windows PATH command. No local builds or test suites run. The author reviewed and understood the three-line diff.
