There's currently no in-app way to create, update, or delete users. (This can be done via the admin interface).
User maintenance should be restricted to users in the "librarian" group.
New users should be automatically added to the "library user" group.
"Library user" level users should be able to view and edit their own details.
Should librarians be able to promote other users to be librarians?
