This bug can be reproduced with KSP 1.12.5, Module Manager 4.2.3, SpaceDust 0.5.5, and Dynamic Battery Storage 2.3.7.0.
If a spacecraft containing the PT-EDW1N Spectral Telescope is analyzed using the VAB Systems Monitor, the telescope appears under the "Power Consumed" tab, but producing +1.00 EC/s whether open or closed. The output power appears under "Power Generated", but the telescope itself does not.
The in-flight Systems Monitor correctly shows the telescope as consuming 12 EC/s if open and 0 if closed.
