Windows download issue

When trying to download from here or sourceforge I get a 'virus detected' message (why?) and Windows doesn't download the file.

I turned off Windows Defender briefly to download the file but - Do I need to be concerned about that message?

Edit: Tried to run the file - Windows said severe risk - has a trojan but before I could note down the name of the Trojan it simply deleted the file. It's good, I suppose, that Windows is zealously protecting me but it is a concern if this file is compromised.
