For hourly Add-On runs if it fails 3 times in a row, could we defer the 4th one to run the next day instead?

This would mean we don't have to manually re-enable hourly runs that failed during a <1 day outage on Klaxon and users wouldn't receive the disable email unless the outage was over 2-3 days
