R13x27 code are can't be recognized by QRQR

The codes that generated this library with version R13x27 are could not be recognized with QRQR.

to Reproduce

1. $ rmqr foo foo.png --version R13x27
2. scan foo.png with QRQR

Version

rmqrcode: 0.3.2
QRQR for Android: 3.0.32

[tkamiya22]

When I changed the value of k to 12, I was able to read it with QRQR.
(I'll make a PR after I check some cases.)
