Group the validators into 3–4 logical categories with sub-bullets in the console UI instead of a flat list.

Context
The ~10 validators render as a flat list in the Kaapi console but are really 3–4 groups with sub-bullets. This is a UI-grouping issue to clean up so the validator config is readable and reflects the actual grouping.
