As part of replacing #49 , add some alerts to Grafana (or wherever in the LGTM stack) so we know if things have failed.
Definition of Done

Note that we are sending telemetry for most of the above. This issue is about actually performing some action (eg. send an email) when certain events happen.
Dependencies
Depends on the Otel project's infrastructure, unless we want to go it alone, which we likely don't have budget for.
