Improve Grafana graphs and add to source control

Partial replacement for #49

Current state is that the local Grafana has some ad-hoc graphs that are ok, but could do with some work

Definition of Done

Common queries have an easy to interpret graph:

• What data are we receiving over HL7 for which beds?
• The graph specs are in source control
• Some plan for how we deploy to local LGTM or the GAE-level LGTM when it arrives
