Split out shared code between ansilo-pg and ansilo-pgx

Currently the ansilo-pgx crate depends on ansilo-pg but the direction of dependency isn't clear. It would be an improvement to split out the code needed by both ansilo-pgx and ansilo-pg into its own crate.
