Subject: [PATCH] Release Ceiling 1.1.0

Bump to 1.1.0 (build 95) across version.env, both Rust manifests,
package.json, tauri.conf.json, and Cargo.lock, and add the 1.1.0 changelog
section for the local spend-analytics work: the total estimated API-value
card, per-model and per-effort breakdowns, pricing-coverage transparency,
and the underlying Codex cost-integrity fixes (child-replay suppression,
archived-session dedup, unknown-model unpricing, real effort tiers).
