Subject: [PATCH] Version 1.0

CITATION.cff still said 0.1 with a 2022 release date -- it was never updated
across v0.2, v0.3 or v0.4 -- and python/pyproject.toml still said 0.1.0. Both
now say 1.0, and the date is this release's.
