Subject: [PATCH] Group Dependabot updates into one PR per ecosystem

Dependabot ran weekly for pip and GitHub Actions until 2026-10-04 and has not run since.
Group minor and patch pip updates and all action updates to give one reviewable PR per week.
Changing this file also restarts the paused version updates.
