Subject: [PATCH] Group GitHub Actions updates into one Dependabot PR

Dependabot ran weekly for GitHub Actions until 2026-10-04 and has not run since.
Group all action updates to give one reviewable PR per week.
Changing this file also restarts the paused version updates.
