Subject: [PATCH] Add CI workflow and MIT LICENSE

- .github/workflows/ci.yml: on push/PR to main, installs the package and runs
  make lint, make test (33 offline tests, no API spend), and make dryrun across
  all four shipped loops. Makes the PR-and-merge flow enforce a green suite.
- LICENSE: MIT, matching the license declared in pyproject.toml.
