Many manifests give License: Proprietary, which usually has one major translation in one language, forming the consensus, so that the translation should be provided as a translation suggestion besides the "old value" when a user is creating a new locale.

Proposed technical implementation details

Count the major translation for 'Proprietary' and display it besides the old value of a field when the user is creating a new locale.
