Updates the Rust and Web/React tutorials to Miden SDK v0.16, including their MASM code and documentation. Testnet remains the default, with devnet available for testing. Miden Bank is outside this migration.
The tutorial flows were validated on devnet. Dependencies now point to the official v0.16 packages, and local tests, doctests and builds pass.
