Critical blocker — packages/cli/internal/transport/http/server.go:121: Shared-credential state remains cached when the global binding changes without a session/token change. During one serve, rebinding with one env bind --global --project-id OTHER --env dev leaves Dashboard confirmations targeting shared-credentials, while mutations update or delete secrets in OTHER. Refresh cached state when bindings change and reject mutations whose expected project differs from the saved target.
