[Bug] 当编译器打开项目，同时外部maven脚本打包的时候会冲突，导致资源消耗奇高，目前只再win版本看到 #1176

preview并修复了这个问题：Windows 现在先过滤target、build等构建输出目录的文件事件，再判断是否需要整库重扫，外部 Maven 打包不会再触发全量刷新。该 PR 写了
Fixes #1176，但合入preview时没有自动关闭，这里手动关闭。修复目前由自动化测试覆盖，如果更新到包含它的版本后，真实大项目上资源占用仍然很高，请重新打开或新开 Issue，并附上项目规模和操作步骤。
