Merge after ASDAlexander77/TypeScriptCompiler#508, which makes tslang --emit=exe and --emit=dll link for Android. Until then, the README would describe a feature that doesn't exist yet.

The README's Android section showed a manual link with NDK clang++ and said --emit=exe didn't link for Android. It now shows tslang --emit=dll (the .so an app loads) with the Android --default-lib-path, --gc-lib-path and --tslang-lib-path, and notes:

  • --emit=exe takes the same options;
  • the output is one self-contained binary (static default library, collector and libc++) that needs only Bionic's libc, libm and libdl;
  • tslang doesn't use the dll\ builds of the default library for Android;
  • the triple must carry the API level (...-android29).

Docs only; no code changes. scripts\build_android.bat still produces the Android .so builds of the default library, which tslang no longer uses. Dropping them would be a separate change.
