This change ensures the app scrolls to a URL hash/anchor after navigation and initial page loads, including when history.scrollRestoration is manual. It also waits for view transitions and navigation updates to finish before performing the scroll, and updates the changelog/package metadata for the 1.3.1 release. A test view was adjusted with extra vertical space to cover the hash-scrolling behavior.
