feat(engine)!: replace plan entitlements with host admission hooks - #590
The engine has no plans, usage quotas or billing. Admission and metering are host concerns, exposed through AdmissionHooks; self-host passes none and every workspace is admitted.
Admission hooks
EngineDeps.admission (also createNodeRuntime({ admission }) and startServer({ admission })):
interfaceAdmissionHooks{admit?(ctx: {workspace;action: 'request'|'message'}): Promise<AdmissionDenial|null|undefined>;committed?(ctx): Promise<void>;// 2xx, never an idempotent replayrateLimitPerMinute?(workspace): Promise<number>;// per-workspace ceiling override}interfaceAdmissionDenial{status;code;message;details?;retryAt? }
request is checked in rateLimit after the per-minute bucket, so throttled requests never reach the host. message is checked on channel posts, DMs, group DMs and thread replies.
A denial renders as { ok: false, error: { code, message, ...details } } with its status. Retry-After/X-RateLimit-Reset are set only when retryAt is given.
A denied message send that has an Idempotency-Key still replays its stored receipt. Only a fresh send is refused, and that refusal leaves no idempotency lock behind.
committed runs through runInBackground (waitUntil on Workers).
A hook that throws admits the request. A failing rateLimitPerMinute falls back to EngineConfig.rateLimitPerMinute (default 30,000).
Plans out of the engine
EntitlementsProvider, StaticEntitlementsProvider, PLAN_LIMITS, the plan-limit and message-allowance middleware, usageTracker, and the usage:* KV counter helpers no longer exist.
Migration 0077_drop_workspace_plan.sql drops workspaces.plan. Workspace.plan is no longer in the API, OpenAPI, @relaycast/types, or the Rust and Swift SDK models.
WorkspaceDeliveryPolicyConfig.resolve receives { id }.
Major bump for engine/types/Swift (a public field, an error code and exports are removed); the Rust SDK change goes into its pending 10.0.0. relaycast-cloud must move its tier table (PLAN_LIMITS, the workspace-plan: override, trial allowance, api-call metering, upgrade guidance) behind AdmissionHooks. It must also copy workspaces.plan into its own storage before applying engine migration 0077; its fleet/routes.ts writes that column directly today.
The engine has no plans, usage quotas or billing. Hosts admit and meter
requests and message sends through AdmissionHooks (admit, committed,
rateLimitPerMinute); self-host passes none. Migration 0077 drops
workspaces.plan, and Workspace.plan leaves the API, types, and the Rust
and Swift SDKs.
Fixes#432.

Walkthrough
The engine replaces built-in plan entitlements and usage quotas with host admission hooks and a configurable request-rate ceiling. It removes workspace plan data from storage and public schemas, updates SDK models, and adds migration and conformance coverage.
Admission hooks replace the entitlements provider in engine configuration and runtime wiring. Request throttling uses a configurable per-workspace ceiling, defaulting to 30,000 per minute, with a host-provided override.
Message routes use admission checks. Denials can include host-provided fields and retry times; keyed requests preserve earlier successful idempotent replays. Successful non-replayed actions are reported to the host.
Plan-based limits, usage-counter helpers, and related middleware and providers are removed. Migration 0077 drops workspaces.plan; migration checks and quota-related tests and documentation are updated.
Remove plan fields from workspace contracts packages/engine/src/engine/{workspace,workspaceDeliveryPolicy}.ts, openapi.yaml, packages/types/*, packages/sdk-rust/*, packages/sdk-swift/*, packages/mcp/src/__tests__/*, packages/engine/test/types/*, packages/engine/CHANGELOG.md
Workspace responses and Rust, Swift, and TypeScript workspace models no longer include plan. Workspace delivery-policy resolvers receive only the workspace ID, and affected fixtures and changelogs are updated.

Full details: Linked Issues check
Explanation
Issue #432 requires that self-hosted workspaces do not hit engine-managed plan quotas and that a host can apply tiered policy when needed. The PR removes the persisted workspaces.plan field, plan-limit middleware, usage tracking, usage KV helpers, and the plan_limit_exceeded response. Without AdmissionHooks, the engine admits requests and messages. With hooks, an embedding host can apply admission and rate-limit policy. The PR adds conformance coverage for default self-host admission, denials, committed callbacks, idempotency, hook failures, throttling order, and workspace rate limits. This removes the reported self-host free quota path. Existing free rows do not require repair for quota behavior because migration 0077 removes the column and the engine no longer reads plan quotas.
Full details: Out of Scope Changes check
Explanation
The changes remain connected to issue #432 and its plan-quota failure. Migration 0077, admission hooks, rate-limit changes, API and OpenAPI changes, SDK model updates, documentation, and tests implement or expose the replacement for engine-managed plans and quotas. The WorkspaceDeliveryPolicyConfig.resolve signature change removes its dependency on the deleted plan field. No unrelated product change is demonstrated.

Summary
Replaces engine-owned plans and quotas with optional host admission hooks.
Hosts can decide which requests and message sends the engine accepts.
Workspace plans and built-in usage quotas are removed from engine storage and public contracts.
Both earlier unnumbered findings are addressed: denials without retryAt clear inherited retry headers, and invalid configured ceilings fall back to 30,000.

A throttled request no longer reaches the host's admit hook, so a flood
is absorbed by the per-minute bucket instead of the host's metering.
