WP00.05 applies the accepted runtime authority from Design PR #29. Corrects Cloud transaction ownership from PostgreSQL to D1 and links the immutable current runtime authority. The Workflow and model/tool behavior are unchanged.
Validation: complete local diff review and whitespace/format checks passed. Full npm check passed, including 56 source/Workflow tests and 81 tooling/provenance tests; the real local candidate bundle built successfully with mocked inference. All configured PR CI must pass before merge. Main publication/deployment and exact artifact verification remain pending until merge; no full-product readiness claim.
