Repin Design exports after Android licence gate verification

Repin the generated Design policy metadata to accepted Design commit cde5c8038e7ac67d7a1c60d323c19dd24e8e6b5c after Design#20 recorded the actual current Android licence and publication evidence. Refresh the corpus identity and implementation-facing counts; glossary, invariant meanings and forbidden-alias content are unchanged. This is the required source synchronization within WP00.02, with no runtime, package identity or licence-boundary change.

Validation: clean canonical-source regeneration and independent immutable verification; a fresh isolated public checkout of the exact pin; all fifteen Design policy fixture groups; complete four-file diff review and whitespace checks. Current corpus: 172 documents, 7601 scoped rules, 9445 citations, 11427 local links, 165 classifications/171 occurrences; 135 terms, 148 names, 429 invariants and 16 aliases unchanged. Contracts' matching declaration registration is updated in its separate coordinated PR. Latest-head CI and merged-main publication/public package verification remain required. Retain this branch/worktree.

Reviewed all four files at 45971d7. Remote and local stable patch IDs match (45263620ce8f50eb02bdf5ccd439aae047756943). Generated differences are limited to the exact accepted Design source identity; the corpus digest and documented citation/link counts agree with an independent fresh immutable export. Glossary and invariant content, source hashes and forbidden-alias digest remain unchanged. All fifteen local policy fixture groups and the coordinated actual Contracts registration scan pass. No unresolved finding. All applicable latest-head CI and subsequent main publication/public artifact verification remain required.

Post-merge verification passed for merged commit 3bc1917d5cb2d76261c0e27ceba774b9067da8c6, Design cde5c8038e7ac67d7a1c60d323c19dd24e8e6b5c, and immutable candidate 1.0.0-ci.12.1.

• Main CI 35408950820 completed successfully, including the actual publisher.
• Reviewed eight source-bound receipts: both operating systems' immutable Design and managed licence checks, Windows IDE declarations, both native CMake configurations, and the isolated native package consumer. All 35 owned project scopes have the expected AGPL boundary.
• All five native package combinations passed JIT and Native AOT execution; C17 compilation/execution and rejection of wrong RID, missing owned DLL, missing transitive DLL, and changed DLL passed.
• All 10 public NuGet packages are now available and their ZIP contents match the tested candidate, allowing only NuGet's added registry signature. Media runtime indexing has completed.
• Local main was pulled and equals origin/main. The reviewed branch and worktree remain retained.

The final WP00.02 family receipt covers 75 project scopes in nine implementation owners, passing naming/reference-direction audits, the current merged source of every owner, all 19 reviewed and merged scoped PRs, retained branches/worktrees, and actual artifact/provider/device evidence. It is retained as artifacts/evidence/wp00-02-closure.json in wp00-02-evidence-repin, with individual owners' source-bound receipts. Contracts' final publication is recorded at ArcForges/Contracts#18 (comment) and Mobile's Android/API26/API36/signed-upgrade evidence at ArcForges/Mobile#3 (comment).

This closes WP00.02. These policy and bootstrap integration results do not establish full-product behavior, store release or commercial activation; the Mobile licence gate recurs when its dependency closure or release channel changes.
