WP00.05 previously had no executable runtime/source-owner registry, while retained notes still referenced ten repositories and four desktop heads. Adds the closed nine-owner policy, immutable family snapshots, current Git/project/provenance inventory audit, AOT/import/framework checks, bounded deployment/dependency checks, and 18 independent rejection tests. Windows/Linux policy jobs now gate candidate packaging. Corrects the stale helper/extraction descriptions and records historical scaffold dispositions without changing package APIs or bootstrap runtime behavior.
Dependencies: Design PR29 merged; Contracts PR24, Cloud PR5 and AI PR10 merged. Their exact revised snapshots are registered. No future producer package or sibling source build is required.
Validation: 18 runtime, 11 licence, 41 provenance/native, 15 design and 12 reference test groups passed; actual nine-root audit covered 75 projects and 1,328 files with naming clean; immutable remote snapshot audit and 34 Debug/Release MSBuild property evaluations passed; current Design preview, pre-commit, whitespace and full-history gitleaks passed. Full local diff/authority review corrected host assignment, alias, environment and framework rejection gaps. PR CI, main publication/public byte comparison and final merged-family audit remain pending. These checks do not claim complete product or commercial acceptance.
