WP01.00 now binds all nine current repositories and 75 build projects to exact Git trees and the verified WP00 published candidates. The registry assigns all 166 historical C# projects, seven native entries and 359 current/planned directory paths an owner, disposition and producing step, without restoring retired scaffolds.
A portable read-only checker rejects incomplete project inventories, altered pinned blobs, directory drift, source links and escaped project references. Windows/Linux jobs are required before packaging. Design authority was reviewed and merged in ArcForges-Design#32.
Validation: fresh nine-owner and isolated snapshot audits; 62 Python policy tests including real Git negative fixtures; locked .NET restore, Release build (zero warnings/errors), four architecture tests; provenance and pre-commit pass. Full PR CI and main candidate/public-byte verification remain required before completion. This is inventory evidence, not new product/provider acceptance.
