Add CI workflow and expand unit tests

Summary

• Add a GitHub Actions workflow that installs the package and runs pytest on Python 3.10/3.11 for pushes and PRs to main.
• Add a dev optional dependency group with pytest.
• Expand action-conversion coverage (opposite gripper mode, wrong dim, auto quantile) and add config load/write unit tests.
