This looks like a safe way to notify Zulip that we have minted a new release of the software. Everything looks like it is in place correctly and I really like we have the safety net of continue-on-error just in case. I'm happy to see this merged in.

Summary
Add notify on release for the zulip app so that an announcement is made when a github release is fired.
Impact
Improves user engagement with software applications, once we have announcments working we can also automate sending them out across the various communications streams. It improves visibility of the activity going on in our various channels.
