This looks like a safe way to notify Zulip when we mint a new software release. Everything looks to be in place correctly, and I particularly like having the safety net of continue-on-error so a notification failure won't block the release workflow. I'm happy to see this merged in. Thanks for adding this!

Summary
Add notify on release for the zulip app so that an announcement is made when a github release is fired.
Impact
Improves user engagement with software applications, once we have announcments working we can also automate sending them out across the various communications streams. It improves visibility of the activity going on in our various channels.
