createMOVESinputfile updates

1. Incorporate code for annual VMT calculations by HPMS type (taken from Air_quality_conformity repo)
2. Allow for additional run types for nonIM/IM by county and just by county
3. Refactor code into functions and define constants in new file MOVES_constants.py
4. Create test file, createMOVESinputfile_QC.py for validation
