GAP-004 leftover: bind inferred_status refusals to a cutoff-safe analysis-run profile #472

Resolution status

The requested inferred_status_v1 Analysis Run profile is now implemented and preserved in the provisional Validation / Analysis Run landing vehicle #416. PR #473 was merged into #416 through merge commit e0e44805acf3a5ec833e83baa37cc72c80544514; #416 is the surviving shipping vehicle and remains Draft until its consolidated exact head satisfies current workflows and review policy.

Preserved contract on #416:

• inferred_status_v1 / tepp.inferred_status.v1;
• inference inferred_is_not_observed_and_not_transition;
• cutoff-safe AvailableTime exclusion using typed KnowledgeCutoff instant comparison;
• MAX_EVIDENCE_UNITS enforced both during execution and artifact validation;
• digest-bound mixed observed/inferred census;
• inferred evidence refused as both observed evidence and a transition;
• duplicate/profile/snapshot/cutoff mismatch fail closed;
• metric-free inspect behavior, with identity_recovery_rate remaining library-side;
• no GPU, MCMC, topic birth/split/merge, or scientific-authority promotion.

A consolidation review also repaired the RFC 3339 textual-equality defect: equivalent instants such as 2026-08-01T09:00:00+09:00 and 2026-08-01T00:00:00Z are compared by parsed instant rather than raw string.

This issue is closed because its implementation gap is represented in the surviving landing vehicle, not because the capability is already on protected main. Protected-main availability remains gated by #416 landing.
