Estimated code review effort: 3 (Moderate) | ~25 minutes Merge Risk: 🔵 Low · up to The PR adds a provider-neutral credential contract with identity, purpose, and secret-handling safeguards, but future consumers could call the public adapter method directly and receive unvalidated credential material, potentially enabling wrong-purpose or substituted credentials. No current production consumer is shown, so the risk is bounded and mergeable with explicit owner follow-up; the standards document also needs its cited PDF attached. Pull request overview
OpenCode could not approve from deterministic current-head evidence because GitHub Checks have failed.
Findings

- Problem: Failed same-head checks remain for
62a53c91c07f3264a308fb837f728667b57ad167. - Root cause: The model-unavailable evidence fallback is allowed only when peer GitHub Checks are complete and clean.
- Fix: Read and fix the failed check logs below, then rerun the current-head checks.
- Regression test: Keep the model-unavailable fallback gated on an empty failed-check rollup.

Fresh verification on 2026-09-05 confirms NIST SP 800-57 Part 1 Rev. 5 is still the current final Part 1 publication; Rev. 6 remains an Initial Public Draft. The repository guidance permits cite + link + summary when a PDF cannot appropriately be redistributed. I also attempted to retrieve the official NVL PDF for an actual repository attachment in this execution environment, but the available binary download path failed, so I am not fabricating a relative PDF path or resolving this thread without an artifact. The PR is now Draft at exact head 3fa8fe1462ec7dc8b18bbff4bf1ce8752b0bb18b; promotion remains blocked until the PDF is genuinely committed or the redistribution/path requirement is resolved with evidence.

@seonghobae, thank you for the exact-head status.
The repository exception does not apply here. NIST SP 800-57 Part 1 Rev. 5 states that it is not subject to copyright in the United States. The PDF is available from the official NIST URL.
The citation, external link, and summary are correct. However, AGENTS.md requires the PDF to be committed when redistribution is permissible. The finding remains open until the PR includes the PDF and a repository-relative link.

Current descendant 1e354965b03863a492a2055f2643ffcf8fb85b57 strengthens the research note with the official NIST publication page, direct NVL PDF URL, DOI, current Rev. 5 vs. Rev. 6-IPD status, and explicit redistribution provenance. Primary-source verification is now unambiguous: SP 800-57 Part 1 Rev. 5 itself states that it is not subject to copyright in the United States and that attribution is appreciated; the NIST Research Library separately states that NIST Federal-government publications are generally public-domain works in the U.S. The repository rule therefore does call for a real attachment here. I am leaving this thread unresolved: docs/papers/ still lacks the binary, and the document deliberately does not invent a relative path. Promotion stays blocked until the official PDF bytes are actually committed and linked, rather than treating citation metadata as a substitute.
There was a problem hiding this comment.
@seonghobae, agreed. The finding remains valid.
The current document provides useful primary-source provenance. It does not yet provide the required repository attachment. Keep this thread open until the official NIST PDF is committed under docs/papers/ and the research note links to that file with a repository-relative path.

Objective
Advance issue #319 with a path-disjoint credential-source foundation: define a provider-neutral registry contract, purpose-separated signing-key identities, a redacting immutable secret snapshot, and standards/architecture traceability before runtime consumer migration.
Exact current candidate — 2026-09-05
main@06633a25109c62e24a7015ae04fb9f6e0a246f7e1e354965b03863a492a2055f2643ffcf8fb85b57CI,Security Scan,SAST Semgrep,CodeQL PR, andfuzzruns have materialized and are queued at this snapshotdocs/papers/Predecessor-head checks/reviews do not transfer.
Contract
CredentialRegistry.resolveScoped(...)is the runtime-consumer boundary. Provider adapters implement onlyresolveAdapterMaterial(...). The scoped boundary fails closed when adapter material is absent, when the returnedcredentialIddiffers from the server-owned logicalCredentialReference.credentialName(), or whenCredentialPurposediffers from the requested purpose.CredentialSnapshotdefensively copies secret bytes and redacts secret material from string rendering. This keeps provider-specific aliases inside adapters and prevents both cross-purpose key confusion and same-purpose credential substitution. No provider SDK, persistence, KMS/HSM binding, Spring bootstrap, runtime consumer migration, rotation window, or audit write is added here; issue #319 owns those follow-ups.
Research/standards repair
Current descendant
1e354965...updatesdocs/research/2026-08-29-credential-registry-key-management-grounding.mdwith:AGENTS.mdasks substantive PRs to commit paper PDFs when redistribution is permissible. That requirement is applicable here. The repository currently has nodocs/papers/copy of SP 800-57 Part 1 Rev. 5, so the research note deliberately does not fabricate a relative attachment path. The review thread remains open until the actual official PDF bytes are committed and linked or the canonical repository rule changes.Promotion boundary
Keep Draft until one unchanged exact head has all live required checks terminal-success, zero valid unresolved threads, and a qualifying independent non-author approval. The NIST attachment requirement must also be genuinely satisfied; citation metadata is not a substitute for the missing binary artifact.
No self-approval, administrator bypass, gate weakening, dummy/no-op retrigger, force-push, destructive rebase, or predecessor evidence transfer.
