This ensures the reproducibility of the build environment, instead of using versions that depend on the used Maven version.
Maven plugins without a specified version is allowed by default. This changes adds the maven enforcer plugin which disallows that behaviour, so that the build environment is reproducible.

This PR proposes using fixed versions (as in "fixed in time") of Maven plugins, like I proposed in ChannelFinderService recently.
This PR fixes the version of used Maven plugins, and sets up the maven-enforcer plugin so that they are always fixed in the future.
Without fixed versions, builtin Maven plugins versions are resolved depending on the used Maven version, and if I recall correctly other plugins get their latest version (including SNAPSHOT releases), making the build environment not reproducible depending on the setup.
