Allow forceHttps for sign-out
This fixes an issue where deployed code is trying to redirect to 'http' rather than 'https'
FORCE_HTTPS=truewill need to be applied to the deployed env defaults file https://github.com/DEFRA/cdp-app-config/blob/main/services/forms-runner/defaults.env
