Merge workspace Clippy and Python lint into existing pChronicle and Python jobs, collapse the Rust test matrix to a single pChronicle shard, and drop the benchmark compare job. Retarget lint, format, test, and build recipes at pChronicle and its CLI, removing the build-components indirection and the workspace-wide fallbacks. Refresh docs and comments to reflect the narrowed default scope and bump the Python package to 0.3.0.

Summary
Concentrate this repository on pChronicle trajectory processing, storage, conversion, query, and its CLI/Web UI. Remove the remaining Agent runtime components and the Gateway event-capture/projection pipeline, along with their dependencies, tests, benchmarks, and documentation.
Includes both existing local cleanup commits and the remaining script/documentation changes. The latest main-branch benchmark report is merged, retaining the reduced benchmark list.
Validation
git diff --checkpassed.just test: 675 Rust tests passed before the sandbox denied the non-loopback port-binding test. That test passed when rerun with the required permission. The initial fail-fast run left 186 tests unexecuted and 2 skipped; full Rust validation remains with CI.Linux, real S3, and full benchmark validation are left to GitHub Actions.
