Plans have been GitHub issues since b976562, and nothing reads the frozen archive or the dated records, so they only add noise. This removes docs/plans/ (121 files), docs/release-evidence/, the two dated audits, docs/PLAN-QUEUE.md, and the launch entry that served the archive. docs/AGENTS.md now says that docs/ holds only AGENTS.md and PLAN.md and that plans, audits, and release evidence go in issues and pull requests. Git history keeps every removed file. Refs #106
The guard flagged a check only when a plan body under docs/plans named it. Plans no longer live there, so the guard could never fire. This removes the guard, its unit test and fixtures, its registry row, its gate step, and every mention of it, and drops the docs/plans skip in the durable-anchors check, which now scans every AGENTS.md node.
