Summary
Adds a new GitHub Actions release workflow that runs only on version tag pushes (
v*, produced byscripts/release.shon main).It builds the embedded frontend and cross-compiles five platform binaries attached to the GitHub release:
stern-ui-linux-amd64stern-ui-linux-arm64stern-ui-darwin-arm64stern-ui-windows-amd64.exestern-ui-windows-arm64.exeAlso updates the CHANGELOG and documents that the CI workflow now runs only on pull requests.
