Description

Establishes clear documentation about repo licensing with products of federal origin and dedication to public domain worldwide using CC0. This adopts a repo LICENSE.md following the NatCruise example, adds a CONTRIBUTING.md to communicate to contributors that their submissions will also be dedicated to the public domain. Elaborates on two in-module copyright assertions, including reference to an author agreement between USFS and J. W. Flewelling referred to in discussion on this issue #19. Fixes #19.

Testing Plan

Documentation only. Modules contain changes to comments only, no changes to business logic.
