What does this PR do?
The Restricting columns section recommends validating a proposed
payloadin a custom rule to enforce an exact write allowlist, while the later sections explain that the available context cannot enforce that constraint. Replace the recommendation with independent server enforcement and link to the existing data-requirements section.JIRA ticket

Focused frontmatter and page cross-link validation pass. The target heading, published anchor and rendered paragraph link are valid; the later update/context warnings remain unchanged. The diff changes one sentence in one file and passes
