feat(site): count CPU engineering samples in homepage stats

Stats section fetches https://gettechapi.github.io/cpu-engineering-samples/catalog.json (147 records) and adds a cpu eng. samples tile. Fails silently if unreachable. Reverts the footer link from #174.
