Regression: Send button keyboard shortcut is gone #353

What happened?

Action: Press and hold the primary button in Gboard, and with advanced voice features enabled, say "Send" during dictation. In addition, attempt use TalkBack from the Android Accessibility Suite to activate the send action.

Expected behaviour: For the currently composed message to be sent, matching accessibility expectations

Actual behaviour: The action is unregistered, and it doesn't appear. imeAction likely needs to be set to Send. This is a regression from the previous version of Messaging.
