Ports the release-prep command from a11y-lint and un-ignores .claude/ so the command and the existing testing rules are tracked, as in a11y-lint.

Ports the release-prep command from a11y-lint: preflight, version bump, changelog dating, verify, then a release branch and PR. The irreversible steps (rake release, tagging) stay manual. Also un-ignores .claude/ in the repo gitignore, which brings the existing testing rules under version control too.
