Publication adapters could judge a different repository from the one gh uses, skip tool-name rules on string-free calls, and accept incomplete scanner reports as clean. Hook installation could disable existing hooks, and review generation could succeed after the engine failed.

This change closes the six reported gaps:

  • Resolve GH_REPO after explicit repository flags and before origin; bind known-host visibility and ownership probes while preserving API placeholder handling.
  • Require guarddog reports to cover submitted package identities, including npm aliases and normalized PyPI names; retain findings and disclose missing coverage.
  • Judge tool names when arguments contain no strings, while preserving the distinction between absent and explicitly empty text.
  • Refuse installation before it displaces executable default Git hooks, including those shared by linked worktrees.
  • Check Unix execute access through rustix, including the applicable permission class and ACLs.
  • Treat unexpected engine exits as unavailable and prevent review/OSCAL emission.

Validation: 1,348 Rust tests, 134 Python tests, Clippy, formatting, catalog/generated-document checks, coverage above the 81% line floor, and 10 Kani harnesses. Regression tests exercise each reported failure and compatibility controls. Scanner regressions use deterministic stubs rather than live registry scans.

The design follow-ups in #373–#376 remain separate. Unsupported enterprise destinations still refuse; API endpoint placeholders need a concrete destination when an ownership rule applies.

Summary by CodeRabbit

  • New Features
    • Repository checks now respect explicit repository destinations, GH_REPO, and host selection, and reject unsupported hosts.
    • Hook installation checks for active hooks that would be displaced; hook checks now follow Git-compatible executable-access rules.
    • Dependency scans report missing registry coverage, including when a report includes findings.
  • Bug Fixes
    • Tool-name rules are evaluated even when inputs contain no text; explicitly supplied empty text is still checked.
    • Unexpected engine exit statuses now produce a clear check failure instead of continuing to process results.

Resolve GH_REPO before origin and bind known-host visibility and ownership
probes. Reconcile guarddog reports with submitted package identities. Judge
tool names on calls without argument strings, preserving empty-text semantics.

Refuse hook installation that would disable existing default hooks, check
execute access through the OS, and reject unavailable reconciliation engines
before Python emits review or OSCAL output.

a_call_with_no_strings_is_allowed_when_its_tool_is_allowed to describe the
continued tool-name judgment.

📝 Walkthrough

The changes update GitHub destination resolution and ownership checks, hook subject evaluation and installation checks, guarddog report coverage validation, and reconciliation-engine status handling.

Changes: GitHub destination checks

Layer / File(s) Summary
Resolve GitHub destinations
src/shim.rs, tests/shim_cli.rs, docs/REFERENCE.md
GitHub target resolution now considers explicit repository flags, GH_REPO, and origin. Visibility checks and local declarations use the resolved destination context.
Check destination ownership
src/guard/*, src/shim.rs, tests/shim_cli.rs
Ownership probes receive the destination hostname. Target checks reject unresolved repository placeholders when they prevent establishing repository identity.

Hook argument evaluation

Layer / File(s) Summary
Evaluate tool and text subjects
src/hook.rs, src/text.rs, src/main.rs, tests/hook_cli.rs, docs/REFERENCE.md
Tool-name rules run when arguments contain no text. Argument-text rules remain conditional on text being present, including an explicitly supplied empty string.

Hook installation checks

Layer / File(s) Summary
Preflight active hooks and check executability
Cargo.toml, src/hooks.rs, tests/hooks_install_cli.rs, docs/REFERENCE.md
Installation checks the active default hooks directory before changing configuration. Hook executability checks use Unix access semantics and report non-executable hooks.

Guarddog dependency coverage

Layer / File(s) Summary
Record expected package identities
src/supply/references.rs
Python and npm sorting records canonical registry package identities, including npm alias targets.
Validate report coverage
src/supply.rs, tests/supply_chain_cli.rs, docs/REFERENCE.md
Report processing identifies omitted dependencies and retains coverage gaps alongside any findings.

Reconciliation-engine status handling

Layer / File(s) Summary
Reject unexpected engine statuses
uphold_check.py, tests/test_uphold_check.py
Unexpected engine statuses produce a could-not-look failure with the available diagnostic.

Change: Bug fix · Severity of issue fixed: Medium

Merge Risk: 🔵 Low · up to f45b0

With an enterprise GH_HOST and an API repository placeholder, the gh shim may judge visibility against an unsupported host context instead of refusing. The case is narrow and the rest of the change looks consistent, so this is mergeable with a small follow-up to reject the unsupported host.

89-95: 🎯 Functional Correctness | 🔵 Trivial | 💤 Low value

Verify that the expected-name extraction matches how guarddog names requirements.

The extraction splits on any character outside ASCII alphanumerics, -, _, and .. A name such as pkg[extra]==1 yields pkg, and pkg ; marker yields pkg. These cases are correct. Lines that are not in name<spec> form can yield a wrong or empty name:

  • A bare URL or an unrecognized --option form is filtered earlier, so it does not reach this branch.
  • An empty token would insert "" into expected. A "" entry can never match a reported name, so the run would report a false "omitted" refusal.

The risk is small and the trimmed.starts_with('-') branch already handles flags. Consider skipping empty names so a malformed line cannot cause a false could-not-look result.

Reject unsupported GH_HOST values for placeholder targets.

resolve_target returns repository placeholders before gh_repository_target, so an enterprise GH_HOST bypasses the existing host rejection. The visibility probe then omits --hostname, allowing gh to use that unsupported host context.
