Organization rules can be inherited from a pinned GitHub commit, and guarddog reports containing only verified PyPI extras no longer require release-by-release waivers. The contribution guidance makes the versioned implementation, tests and current-state documentation authoritative for the delivered system; Design issues are optional proposal and discussion records.

  • Remote policies retain repository/revision/path provenance through overrides. Full commit IDs are required; missing sources, invalid policy, transitive inheritance and inherited shims refuse. Literal tree entries and blob IDs keep the file-type check bound to the content read.
  • PyPI normalization fetches exact-release metadata over bounded HTTPS, accepts only simple positive extra-equality markers, and retains findings for uncertain evidence or additional risks. Redirects, partial responses and oversized or malformed bodies cannot supply evidence. Registry metadata does not prove artifact contents.
  • Accepted contracts and maintenance rationale belong in the repository. Issue age and labels do not determine a revision's behavior or check results.

Validation: Rust unit/integration suite, Python tests, all-target Clippy, repository hooks, and cargo-deny pass. Tests include real pandas metadata, mixed required/optional dependencies, failed metadata reads, and a reproduced Git pathspec/symlink bypass regression.

Limits: remote sources currently use GitHub owner/name and full SHA pins, fetch on every policy load, and do not inherit shims. Compound PyPI markers remain findings eligible for exact-version waivers.

Closes #262
Closes #329

Summary by CodeRabbit

  • New Features

    • Share organization rules by inheriting policy files from GitHub repositories pinned to a specific commit. Remote rules support the same overrides as bundled rules, and effective-rule output shows their source.
    • PyPI dependency mismatches are tolerated when release metadata confirms that all reported differences are optional dependencies; otherwise, findings remain.
  • Documentation

    • Clarified how design proposals relate to reviewed repository changes and documented remote policy setup, merge behavior, and failure handling.

📝 Walkthrough

This change adds pinned remote policy inheritance and PyPI optional-extra verification for guarddog metadata mismatches. It also updates contribution guidance, user documentation, and license configuration.

Changes: Remote policy inheritance

Layer / File(s) Summary
Remote policy source and retrieval
src/remote_policy.rs, src/config.rs
Remote policy sources specify a repository, full commit ID, and file path. The loader validates the values and reads the policy from a temporary bare repository.
Inherited rule validation and merge
src/config.rs
Local and remote inherited files use shared validation. Resolved inherited rules supply IDs for disabled-rule validation.
Provenance output and CLI coverage
src/main.rs, tests/remote_policy_cli.rs, README.md, docs/REFERENCE.md
Effective-rule output includes remote provenance. Documentation and CLI tests cover configuration, overrides, pinned revisions, and retrieval failures.

PyPI metadata mismatch verification

Layer / File(s) Summary
Fetch and validate PyPI release evidence
src/supply/pypi.rs, tests/fixtures/guarddog/*, Cargo.toml, deny.toml
The PyPI module validates mismatch reports and exact release metadata. It accepts a mismatch only when every reported dependency has qualifying optional-extra evidence.
Guarddog tolerance and validation
src/supply.rs, docs/REFERENCE.md
The guarddog reader uses release evidence for PyPI mismatches and retains findings when evidence is absent or does not qualify. Tests and reference documentation cover the verification behavior and limits.

Contribution guidance

Layer / File(s) Summary
Design record and repository guidance
CONTRIBUTING.md
The guidance removes the requirement for a decision issue before a pull request and assigns the delivered system’s architecture and behavior to the versioned source tree.

Remote-policy fetches can delay commits and other commands when credentials are unavailable or the network stalls. Bound the fetch before merging; the provenance display and contribution guidance also need small corrections.

Full details: Linked Issues check

Explanation

#262 is partly implemented. Remote inheritance, pinned revisions, provenance, overrides, failure handling, and inherited-shim rejection are covered by src/remote_policy.rs, src/config.rs, and tests/remote_policy_cli.rs. However, the linked issue also requires uphold init to create a minimal policy with recommended sets, shim configuration, and hook entries, and to refuse an existing policy. The reviewed summary provides no implementation or tests for this requirement. #329 is supported: PyPI handling fetches bounded exact-release metadata, accepts only simple positive extra markers, retains uncertain or mixed findings, reports accepted tolerances, and includes focused tests.

Resolution

Implement uphold init for #262. Add tests for generated recommended sets, shim configuration, hook entries, the current pin, and refusal to modify a tree that already contains a policy.

Full details: Out of Scope Changes check

Explanation

Most changes support #262 or #329. The dependency, license, source, test, README, and reference changes support the implementation. CONTRIBUTING.md changes the repository's design-record and issue-governance policy. Neither linked issue requires that policy change, and the reviewed evidence does not connect it to the remote inheritance or PyPI normalization behavior.

Resolution

Remove the unrelated CONTRIBUTING.md policy change from this pull request, or provide a separate linked requirement that establishes its scope.

Remove design_age.py and test_design_age.py, their scheduled workflow,
and the adr-retired policy introduced from a superseded issue checklist.
Remove retired_adr_paths_are_refused_by_the_repository_policy with that rule.

The versioned implementation, tests and current-state documentation define
the delivered system. Design issues are optional proposal and discussion
records; their labels and age cannot change a revision's behavior or verdict.
Accepted contracts and maintenance rationale belong in the repository.
