docs: refresh GitHub project presentation

Summary

• Rebuilt the README around the actual tool set, setup flow, privacy boundaries, deployment path, and contribution links.
• Added the project-facing GitHub foundation: CI, Dependabot, CODEOWNERS, Issue Forms, PR template, CONTRIBUTING, CODE_OF_CONDUCT, and SECURITY.
• Refreshed package metadata and web sharing metadata so the project presents as HTooL instead of the old vue-markdown-editor package name.
• Sanitized Markdown-to-HTML preview output with DOMPurify and added regression coverage.
• Made Playwright use bundled Chromium for reproducible local and CI E2E runs.

Validation

• npm run check
• 15 unit/component tests passed
• 6 Playwright E2E tests passed
• Production build and performance budget passed
• No-gradient design check passed

Notes

The repository still has no declared open-source license. This PR documents that state instead of choosing a legal license on the maintainer's behalf.
