Goal and accepted scope

Distill incoai/splash at 39a97385f8560cf8a93972cec9b0a963c9195250 into self-contained InferRSI candidate knowledge with AREX portable create/prepare/verify meta-skills at ac3fe1afa80fb9a09775ecfb2b6cc3ba850a2db6.

Include model/format and memory planning, Metal/ANE/DFlash2 execution contracts, scheduler/cache/session state, API/request safety and correctness/benchmark qualification. Exclude model downloads, paid APIs/GPU execution, upstream changes, host reconfiguration, complete kernel/release QA and performance claims.

The user accepted native-tool adaptation and partial drafting on 2026-10-27. Splash requires Apple Silicon M3+ and macOS26.4; this Linux host cannot provide required Metal/ANE/model runtime evidence. Selected safe pure-Python checks are partial only. No fictitious pip package or backend PASS.

Deliverables and acceptance

  • Source pin/readset/hashes, source and third-party license boundaries.
  • Root and focused operating routes, bundled safe support helper and troubleshooting.
  • Coverage/backend/native candidate maps, assertion-backed difficult/integrated cases and actual checks.
  • Linked draft PR, independent revision-scoped review and applicable exact-head CI.
  • Final actual gaps presented for informed manual candidate-admission decision before merge; earlier partial drafting consent is not final admission.

Ownership and order

Requested by the repository user's direct authorized task. Accountable parent: dot; implementer/integrator: approved_arex_author and disclosed bounded author lanes. Accepted order is DwarfStar → Splash → Lily → Husky; Strata was explicitly removed because it already exists. DwarfStar draft: #184. No automatic candidate promotion or managed DisCo import.

Issue completion/closure remains separately assessable by the accountable parent/authorized owner. PR uses non-closing Refs. Merging knowledge is not engine qualification, campaign PASS or proven skill efficacy.

    NO_LICENSE is an unavailable resolver fallback; Apache-2.0 and third-party notices independently retained. User approval2026-10-27T12:08:19Z preserves candidate/backend-unverified and known negatives; not engine qualification or campaign PASS.
