Summary

Follow-up to #199: split out the backend-agnostic video diffusion optimization skeleton into a common method, and refactor the Ascend skill to specialize it. This completes the repository's backend layering for this workflow.

• Adds methods/video-diffusion-optimization/ (backend common): the measure-change-verify goal contract, baseline discipline, optimization loop, candidate-selection strategy, correctness protection, final acceptance and final report. Operator names, memory layouts and profiler references are explicitly backend-specific.
• Refactors hardware/ascend/ascend-video-diffusion-optimization/ to reference the common skeleton, retaining the Ascend-specific annotations (TransData, FRACTAL_NZ, CANN) and its first-hand field notes.
• Moves the stdlib-only scripts/evaluate_target.py and assets/campaign.template.json into the common skeleton (they have no accelerator dependency).
• Registers the new skill (main 75 -> 76) and refreshes the packaged skill discovery index.

Addressed the review: merged current main (through c38a75b9), so the branch is now up to date with upstream and mergeable reports MERGEABLE.

What changed on top of the reviewed head

• Merge InferMatrixLab/InferRSI@main into skill/video-diffusion-common-skeleton (two integration merges: 6b56d413, ff46425b), resolving the skill-index.json / docs / test count conflicts by keeping upstream's generated projections and re-adding the video-diffusion-optimization registry entry.
• Regenerated the repo_packs discovery projection against the new head with python tools/build_skill_index.py --source-revision HEAD — 75 metadata records; --check reports "Skill index is current".

The previous conflict blocker is cleared: GitHub now reports mergeable=true. This head still has two concrete prerequisites; not merge-ready / no LGTM.

• P2 — Refresh the generated coverage view. Current-head Ready 3.11 log fails tests/test_skill_coverage_view.py::test_committed_view_matches_its_sources: docs/skill-coverage.md is stale; rerun tools/build_skill_coverage.py (1 failed, 2354 passed, 11 skipped). Both full-check versions fail; installed-package jobs succeed. Regenerating the skill index alone does not update this separate view. Please regenerate/review the affected coverage output with the existing generator and validate the resulting revision.
• Current-head policy — refresh the truthful declaration. The per-head admission log evaluates this exact head and returns noncompliant: “Missing, invalid or stale knowledge author declaration”. The PR body still declares 1cd9583570a4ff44d67899e75ffad09b6fc3c1f4.
