Convert action tags that do ajax (no URL change) into real elements across 22 UI JSPs (copy-to-clipboard icons, More/Less detail toggles, remove icons, index Load links, doc toggles, etc.), so screen readers announce them as buttons and Space activates them. Appearance preserved via btn-link + reset. Dropdown-menu items and real navigation links intentionally left as anchors.
